A functioning cache should be 99% hit rate. With this low number, it's as if the cache isn't functioning at all.

I remember cache rate being in the 70% range a few months ago? The only thing I can think of that I changed was that I enabled, "Smart Cache." Could it be that smart cache is deciding that no requests should be cached? Is it not set up correctly?

For sake of experimentation, I've disabled smart cache just now (Mon Sep 30). I'm going to wait a few days and check the statistics again to see if cache hit has changed.
